Four cascade seminars on “Preventing and Combating Torture and Ill-treatment: International and National Legal Aspects and Practices” for around 100 staff members of the Moldovan penitentiary institutions are organised. The cascade seminars are organised within the framework of the Council of Europe project “Support to Criminal Justice Reforms of the Republic of Moldova”, funded by the Government of Denmark, in cooperation with the Department of Penitentiary Institutions of the Republic of Moldova. Two cascade seminars were held on 6-7 October, 2016 in Chisinau and two will be held on 13-14 October, 2016 in Balti, Republic of Moldova.
The cascade seminars are the continuation of the Training of Trainers (TOT) course on “Preventing and Combating Torture and Ill-treatment: International and National Legal Aspects and Practices” organised within the mentioned project for the staff of the Department of Penitentiary Institutions, in the period of 30 May – 1 July, 2016. During the ToT a number of staff members of the Department of Penitentiary Institutions have been trained to deliver these cascade seminars to their peers.
The cascade seminars cover subjects related to the prevention and documentation of torture and ill- treatment, limits of use of physical force, use of special means and firearms in penitentiary institutions, quenching the crisis situations and prevention of ill-treatment in the process of escorting the prisoners.
Some more cascade seminars will be organised in the first semester of 2017, based on the needs of the Department of Penitentiary Institutions.
The cascade seminars fall within one of the objectives of the project “Support to Criminal Justice Reforms to the Republic of Moldova”: Developing institutional capacity for adopting regulatory guarantees, implementing strategies and action plans aimed at preventing and ensuring remedial action in cases of ill-treatment.
