TRAINING NEEDS ANALYSIS FOR LOCAL SELF-GOVERNMENTS IN SERBIA

Main findings of the “Training Needs Analysis for Local Self Governments in Serbia” was presented on 10 March 2017 in Belgrade in the frame of the Joint Project of the European Union and the Council of Europe “Human Resources Management in Local Self-Government” implemented in cooperation with the Ministry of Public Administration and Local Self Government and the Standing Conference of Towns and Municipalities.

 

The presentation gathered 60 representatives from the central and local government, donor society, civil society organisations and other interested parties with the purpose to present main findings of the Training Needs Analysis (TNA) conducted at local level in 2016 within the joint project. The TNA is giving for the first time a comprehensive introspection of training needs of employees at local level through identifying challenges that Serbian local self-government units are facing in performing their tasks. Following the presentation of key findings, a panel discussion on professional development of employees at local level was held and opened the dialogue regarding the training needs and priorities of local self-government employees.  

 

The TNA showed two main groups of identified needs - general needs related to systemic challenges such as: leadership skills, modern techniques of human resource management, performance management, project management, local economic development, and immediate needs related to administrative procedures, audit, public property management, waste water and solid waste water management, e-administration, financial management, public procurement and tendering process, etc.

 

Conclusions of the panel discussions were related, inter alia, to the problem of often inadequate distribution of staff within existing job positions and to the necessity of analysing job positions, tasks, competencies and skills for each job position. In order to achieve the desired impact, the participants agreed it is necessary to provide specialised training programs for leadership, at the highest level, and training programs specifically designed for employees based on their identified needs in line systemic self-assessment.

 

The Training Needs Analysis was jointly prepared by international and local experts Daniele Del Bianco, Cezary Trutkowski, Dejana Razić Ilić i Maja Todorović in line with the Council of Europe TNA toolkit. The publication summarising the general findings and recommendations of the analysis was also presented on the same occasion. The publication is available in English and Serbian.
