Model documents on Human Resources Management were developed for Serbian municipalities and cities in the framework of the Joint Project of the European Union and the Council of Europe „Human Resources Management in Local Self-Government“ which is implemented in Serbia by the Council of Europe in close co-operation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities. Model documents were developed for various human resources management tasks and were made available to Serbian local self-government administrations to be used when developing their own internal documentations in line with their legal framework. Models were developed in the framework of the Municipal Support Package on Human Resources Management provided by the joint project to Serbian cities, municipalities and city-municipalities with the aim to enable local administrations to proficiently apply modern human resources management principles and tools at local level.

So far 34 model documents were developed and are mainly covering tasks related to employment and recruitment, professional training and appraisal of employees, disciplinary liability and appeal procedures, etc.

All models were developed in compliance with the Serbian Law on employees in autonomous provinces and local self-government units as well as international best practices. They are bestowed to Serbian local cities and municipalities to support their efforts in developing their own internal acts in accordance with their own needs and internal regulations and thus in introducing modern HRM functions at local level.
