Study visit for Azerbaijani judges in respect of ECHR standards on freedom of expression

On 18-20 October 2016 a training of trainers / study visit for Azerbaijani judges was organised in Strasbourg within the framework of the joint CoE/EU PCF Project “Freedom of Expression and Media Freedom” in Azerbaijan. The main aim of the training was to raise awareness in respect of ECHR standards relating to certain aspects of freedom of expression.

The training provided a useful opportunity to address some developing and difficult issues emerging from the case law of the European Court of Human Rights that should be of particular concern for the judiciary. The issues addressed were: Freedom of expression standards in traditional media and on the Internet and ECHR’s case-law; Balance between the right to privacy and the right to freedom of expression; and Defamation versus freedom of expression.

As part of the study visit, 16 participants attended the Grand Chamber hearing at the European Court of Human Rights. Azerbaijani judges became acquainted with CoE and ECHR’s work in the field of freedom of expression and the execution of judgments of the European Court of Human Rights as supervised by the Committee of Ministers. They also had an overview of Article 10 of the European Convention on Human Rights and the European Court of Human Rights’ case-law with regard to Azerbaijan.
