Modern democracies are accused of being unable to generate consensus over a long-term vision for society. Grassroots actors are using ICT and the web to mobilise young people to envision the future; media are trying new ways of building a virtual public sphere for political deliberation and crowd-source strategic solutions for key societal challenges. Whether institutions, including at the EU level, are able to integrate such tools into policy-making, will determine to a large extent their future.
