Jean-Claude Juncker: ''the Council of Europe and the European Union must nurture the same ambitions''

Luxembourg’s Prime Minister Jean-Claude Juncker today told the Parliamentary Assembly that he thought the European Union should accede to the European Convention on Human Rights, “to avoid disturbing the unity of human rights case-law in Europe”.

“The European Union must realise it does not represent Europe”, Mr Juncker said. “Europe, the greater, continent-wide Europe, is represented in the Council of Europe”.

He supported the idea of a 3rd Summit of Heads of State and Government of the Council of Europe in 2003, which would provide an opportunity to take stock of relations between the EU member states and their new neighbours in the context of enlargement.
