Chairman of Committee of Ministers Lydie Polfer calls on Moldova to fulfil its commitments to the Council of Europe

Strasbourg, 05.07.2002 - The Chairman of the Council of Europe's Committee of Ministers, the Foreign Minister of Luxembourg, Lydie Polfer, addressed yesterday, on behalf of the Committee of Ministers, a letter to Moldovan President Vladimir Voronin, in which she urged Moldova to fulfil its commitments to the organisation. A reply is expected before 31 August 2002.

Among the issues raised by Mrs Polfer are the execution of the judgement of the European Court of Human Rights concerning the registration of the Metropolitan Church of Bessarabia, and the transformation of State Company Radio Tele Moldova into an independent public service broadcasting corporation. Another area of concern is the delay in drafting new laws on local administration, as required by the Congress of Local and Regional Authorities of Europe.

Mrs Polfer underlined that in order to help Moldova implement its democratic reforms, the Committee of Ministers has adopted a "targeted co-operation programme" for the country. She added that the timely fulfilment of the commitments referred to in the letter would both lay a solid foundation for the implementation of the co-operation programme, and send a positive signal about the political will of the Moldovan government to fully meet its present and future responsibilities within the Council of Europe.
