Directorate of Standard-Setting
Overview
 
The Directorate of  Standard-Setting is responsible for the preparation of a wide range of binding and non-binding legal instruments such as conventions and recommendations. It organises Ministerial Conferences, seminars and assures the secretariat of 5 Steering Committees, their subordinate bodies, as well as of several conventional committees. Moreover, it co-operates with the European Union, the Organization for Security and Co-operation in Europe (OSCE) and the United Nations.

European Committee
on Crime Problems (CDPC)

Overseeing and coordinating activities in the field of crime prevention and crime control.
Transnational criminal justice
Convention on extradition, Convention on Mutual Assistance in Criminal Matters, Convention on the transfer of sentenced persons.
Prisons
Promoting legal cooperation to make prisons more humane and efficient through legal instrument, including European Prison Rules.
     
Convention Committee on Cybercrime (T-CY)
The Convention is the only binding international instrument dealing with cybercrime. It has received widespread international support and is open to all States. The Convention provides for consultations of the Parties through the Committee T-CY.
MEDICRIME Convention
The Council of Europe drafted a convention which constitutes, for the first time, a binding international instrument in the criminal law field on counterfeiting of medical products and similar crimes involving threats to public health.
Sexual exploitation and abuse of children
The Convention : a major step in the prevention of sexual offences against children, the prosecution of perpetrators and the protection of victims.
     
Gender Equality, Public and Family Law 
European Committee on
Legal Co-operation (CDCJ)
Its achievements are to be found in the large number of treaties and recommendations so far adopted.
Independence of Justice
The Group of specialists on the judiciary (CJ-S-JUD) has been created in order to revise the Recommendation No. R (94) 12 on the independence, efficiency and role of judges.
Child-friendly justice
In November 2010, the Council of Europe adopted Guidelines on child-friendly justice which, building on existing standards, aim to ensure effective access to justice for children
     
Equality between women and men
Gender equality means an equal visibility, empowerment and participation of both sexes in all spheres of public and private life.
Nationality  
It is generally recognised that there is a need to co-ordinate nationality laws in order to deal with such questions as statelessness, state succession, and multiple nationality and its effects.

Legal co-operation on family law is particularly important, since the questions it covers relate directly to people’s private lives

Human rights development
 
Steering Committee for Human Rights (CDDH)
The CDDH’s principal role, under the auspices of the Committee of Ministers, is to set up standards commonly accepted by the 47 member States with the aim of developing and promoting human rights in Europe and improving the effectiveness of the control mechanism established by the European Convention on Human Rights.

Information Society, Media and Data Protection
Strives to develop and consolidate independent, diverse and professional media and, where necessary, to persuade public authorities to provide the necessary working conditions for the media.

Internet governance based on respect for human rights, the public service dimension and multistakeholder dialogue.
Stop violence
There is a clear need for a Convention to prevent and combat domestic violence and other forms of violence against women and to protect and support the victims. The Council of Europe is the first European organisation to tackle this problem head.
