Captain Regent of San Marino calls Europe’s smaller states the depositaries of its history
[24 SEP 2002] Stressing that it was the first time a Captain Regent of San Marino had ever addressed a Parliamentary Assembly plenary session, Antonio Lazzaro Volpinari defined the role that mini-states can perform in furthering the values upheld by the Council of Europe with these words: “The greatness of a state is due not only to its geographical size, economic scale or military might, but also to its democratic tradition and culture. He added that small states often enjoyed greater flexibility and freedom from constraints when it came to assisting the furtherance of common values.
