Accession of Serbia Montenegro

Serbia and Montenegro, the Council of Europe's 45th member state
	On 3 April 2003, Serbia and Montenegro became the Council of Europe 45th member State. The ceremony was attended by the President of Serbia and Montenegro, Svetozvar Marovic, Minister for Foreign Affairs, Goran Svilanovic, and Speaker of Parliament, Dragoljub Micunovic. Serbia and Montenegro acceded to the Statute of the Council of Europe and signed the European Convention on Human Rights, Protocols Nos 6 and 13 concerning the abolition of the death penalty, as well as Protocols Nos 1, 4, 7 and 12. The Council of Europe welcomes Serbia and Montenegro
	On the occasion of the accession of Serbia and Montenegro, the Council of Europe Secretary General, the Chairman of the Committee of Ministers and the President of the parliamentary Assembly today praised this historic event as an opportunity for the country to build a new future in the midst of Europe.
