Born on February 14, 1953 in Leningrad.

Higher education, in 1980 graduated from Leningrad Plekhanov Mining Institute, in 1992 – from Saint Petersburg Technical University, in 1997 finished with distinction Russian Academy of State Service under the authority of the President of the Russian Federation, in 1998 finished with distinction Saint Petersburg State University. Has higher technical, economic, law education as well as the higher education in the sphere of state and municipal government, is a competitor for the candidate of law academic degree.

In 1971-1973 passed the fixed-term service in the Soviet Army airborne troops.

In 1978-1986 worked as a senior engineer-geophysicist in “Rudgeophisics”, as a geophysicist of Zelenograd expedition of the USSR Ministry of Geology.

In 1986-1991 under the authority of the USSR Ministry of Geology served as a senior geophysicist in the air reconnaissance mission in the National Republic of Mongolia.

In 1993 received the certificate of the Russian Ministry of Finance for the right to work on the securities market.

In 1994-1995 – the Executive Director of “Construction Corporation “Vozrojdenie St. Peterburga” (The Revival of St. Petersburg”).

In 1994 elected a deputy of the Legislative Assembly of Saint Petersburg. From April to December 1998 carried out the duties of the Chairman of the Legislative Assembly of St. Petersburg.

In December 1998 re-elected a deputy of the Legislative Assembly of St. Petersburg (12th electoral district). Became co-ordinator of the faction “Zakonnost’” (“Legality”). In June 2000, elected Vice-President of the Legislative Assembly of St. Petersburg.

In September 2000 elected Chairman of the Politcouncil of the St. Petersburg regional political movement “Volia Peterburga” (“The will of Petersburg”).

On June 13, 2001 elected a member of the Federation Council of the Russian Federation’s Federal Assembly, representative in the Federal Assembly from the St. Petersburg Legislative Assembly.

From June 2001 – the member of the Federation Council Committee on constitutional law and judicial-legal questions, a member of the Commission of the Federation Council on regulations and parliament procedures, from October 2001 – Vice-Chairman of the Federation Council Committee on constitutional law and judicial-legal questions.

On December 5, 2001 elected Chairman of the Federation Council of the Russian Federation’s Federal Assembly.
