Encouraging more people to take part in local democracy was one of the key themes of a Council of Europe Conference in Oslo from 30 September to 1 October 2004. The event, which brought together high-level politicians, civil servants and experts, also examined ways of promoting effective administration at local and regional levels, and ask what future role local government should play in a global age.

The conference was organised by Norway, the Chair of the Committee of Ministers of the Council of Europe, and more especially by the Ministry of Foreign Affairs and Ministry of Local Government and Regional Development, and the Norwegian Association of Local and Regional Authorities.

It was opened with speeches by the Norwegian Minister of Local Government and Regional Development, Erna Solberg, the President of the Congress of Local and Regional Authorities of the Council of Europe, Giovanni Di Stasi, the Director General of Legal Affairs at the Council of Europe, Guy de Vel, and the Georgian State Minister for regional policy and co-operation with local government and self-government bodies, Zurab Melikishvili.
