A high-level seminar in the Norwegian capital, Oslo, will examine the future political role of the Council of Europe in the context of the enlargement of the European Union (EU), and the work of the Organisation for Security and Co-operation in Europe (OSCE).
The two-day seminar, which begins on 6 September , will also look at prison reform, and how to balance security needs with protection of human rights.
The event has been organised by Norway, the current Chair of the Committee of Ministers of the Council of Europe, and more especially by the Royal Ministry of Foreign Affairs, the Norwegian Ministry of Justice and the Police and by the Norwegian Institute of International Affairs. It will open with speeches by the Norwegian Minister for Foreign Affairs, Jan Petersen, the President of the Council of Europe's Parliamentary Assembly, Peter Schieder, and the new Secretary General, Terry Davis.
Participants on the second day include the Norwegian Minister of Justice, Odd Einar Dørum, and Dr Ingrid Lyche Ellingsen, a member of the Council of Europe's Committee for the Prevention of Torture (CPT).
