Regions now recognised as natural partners, in Adrien Zeller’s view

04.11.2004 - Former Minister Adrien Zeller, President of the Region of Alsace, gave his views on decentralisation and the management of European funds when he spoke at the Congress' autumn session. He said that decentralisation was intended as a response to a number of weaknesses, inadequacies and structural deficiencies found in the state and in many public bodies. Pointing out that Regions were now recognised as natural partners of the Union's regional development policies, he cited the example of the Region of Alsace, which had, early in 2003, had the management of the European funds in Objective 2 transferred to it on a trial basis.
