Norway and the Council of Europe Accession Norway was one of the ten States which founded the Council of Europe on 5 May 1949.

The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of Norway is € 3 394 833.12 (i.e. 1.6560 %).
