Luxembourg and the Council of Europe Accession Luxembourg was one of the ten States which founded the Council of Europe on 5 May 1949.

The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of Luxembourg is € 417 179.07 (i.e 0.2035 %).
