France was one of the ten States which founded the Council of Europe on 5 May 1949.

Parliamentary Assembly
France is represented in the Parliamentary Assembly by a delegation of 18 representatives and 18 substitutes, including:
- Jean-Claude MIGNON (EPP/CD), head of the delegation and Parliamentary Assembly Vice-President.
- Denis JACQUAT (EPP/CD), first Vice-Chairperson of the Social, Health and Family Affairs Committee.
Congress of Local and Regional Authorities
France is represented in Congress by a delegation of 18 representatives and 18 substitutes, including:
- Jean-Claude FRECON (SOC), Pouilly-les-Feurs, head of the delegation, Vice-President of the Congress and Vice-President of the Chamber of Local Authorities.
Budget
The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of France is € 24 433 778.38 (i.e 11.9188 %).
Human Rights
Ratification of the European Convention on Human Rights on 3 May 1974.
- Judge to the European Court of Human Rights: Jean-Paul COSTA. He is also the President of the Court.
- Applications allocated to a decision body (*) in 2008 : 2724
- Judgments in 2008: 34 of which 24 violations and 9 non-violations
