Finland became the 23rd member State of the Council of Europe on 5 May 1989.

Parliamentary Assembly
Finland is represented in the Parliamentary Assembly by a delegation of 5 representatives and 5 substitutes, including:
- Sinikka HURSKAINEN (SOC), head of the delegation.
- Juha KORKEAOJA (ALDE), second Vice-Chairperson of the Committee on Environment, Agriculture and Local and Regional Affairs.
Congress of Local and Regional Authorities
Finland is represented in the Congress by a delegation of 5 representatives and 5 substitutes, including:
- Helena PIHLAJASAARI (SOC), Laukaa, head of the delegation.
- Suvi RIHTNIEMI (EPP/CD), Helsinki, Vice-President of the Congress and Vice-President of the Chamber of Regions.
Budget
The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of Finland is € 2 339 892.83 (i.e. 1.1414 %).
Human Rights
Ratification of the European Convention on Human Rights on 10 May 1990.
