Spain became the 20th member State of the Council of Europe on 24 November 1977.

Parliamentary Assembly
On 21 January 2008, Lluís Maria de PUIG (SOC) was elected President of the Council of Europe Parliamentary Assembly.
Spain is represented in the Parliamentary Assembly by a delegation of 12 representatives and 12 substitutes, including:
- Juan Fernando LOPEZ AGUILAR (SOC), head of the delegation and Parliamentary Assembly Vice-President.
- Pedro AGRAMUNT FONT DE MORA (EPP/CD), third Vice-Chairperson of the Committee on Migration, Refugees and Population.
Congress of Local and Regional Authorities
Spain is represented in the Congress by a delegation of 12 representatives and 12 substitutes, including:
- Ramon ROPERO MANCERA (SOC), Villafranca de los Barros, head of the delegation.
Budget
The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of Spain is € 14 006 966.65 (i.e. 6.8326 %).
Human Rights
Ratification of the European Convention on Human Rights on 4 October 1979.
